Construction Testing Blanket Purchase Agreement

The U.S. Army’s W6QM Micc-Fdo Ft Hood is seeking information to establish a Blanket Purchase Agreement (BPA) for comprehensive material testing, geotechnical investigations, and engineering design services under NAICS code 541380, structured as a Total Small Business set-aside. The scope requires contractors to provide all labor, materials, equipment, transportation, supervision, and incidentals to support testing and engineering work on critical military infrastructure including roadways, parking lots, motor pools, tank maneuver trails, drainage systems, aircraft aprons, and earthen dams. All services must adhere strictly to federal standards (ASTM/AASHTO), state and local specifications, OSHA safety regulations, and the Manual on Uniform Traffic Control Devices (MUTCD) for temporary traffic control. Deliverables include certified lab reports for soil, HMAC, and PCC; stamped geotechnical evaluations and pavement design profiles; detailed boring logs with GPS coordinates; accreditation certificates for ACI and NICET-certified personnel; and formal mix design approvals. Laboratories must maintain current accreditations per AASHTO R18, AMRL, and CCRL, and all testing equipment must be annually calibrated by a certified third party. Field work must be followed by restoration of test pits, boreholes, and core locations to a condition exceeding the original state using non-shrink grout or cold-patch asphalt. Work orders under the BPA will be capped at $350,000 and will be paid using either the Government Purchase Card for assignments under $25,000 or Wide Area Workflow for amounts between $25,000 and $350,000. The primary goal is to build a qualified pool of small businesses capable of rapid execution of high-priority, low-dollar work orders with fast turnaround times. This is strictly an RFI for planning purposes, not a solicitation, and the government will not pay for any costs incurred in response.
