Solicitation # HT003826SC005-AOI0002
The Defense Health Agency (DHA), through the Enterprise Intelligence and Data Solutions (EIDS) Program Management Office, is seeking commercial solutions for the operations, sustainment, modernization, and development of the Data Exchange Platform (DxP). This initiative, published under Commercial Solutions Opening HT003826SC005, aims to maintain mission-essential legacy services—including the Data Exchange Services (DES), Central Health Data Repository (CHDR), and ACS-DAL environments—while transitioning to a scalable, cloud-native, API-driven architecture. Key technical objectives include adopting FHIR R4 and OMOP CDM standards, implementing Zero Trust security, and evolving toward AI/ML-ready capabilities to support secure interoperability between the DHA, Department of Veterans Affairs, and other federal healthcare partners. The procurement follows a multi-phase evaluation process, with Phase I responses due by October 28, 2026. Phase I submissions are evaluated on a Go/No-Go basis focusing on technical feasibility, operational strategy for zero-disruption modernization, commercial maturity, and security alignment. While the government anticipates a Firm-Fixed-Price structure and a 12-month base period, the final award instrument may be a FAR-based contract or a prototype other transaction agreement, with an anticipated award date of March 2027. Selected vendors must demonstrate a robust DevSecOps approach and a realistic staffing pipeline meeting necessary security clearance and facility access criteria.

The University of Georgia is issuing an RFQ to procure consulting and implementation services for a Microsoft Fabric-based Data Warehouse/Lake environment, with the goal of establishing a self-sufficient, secure, and compliant data infrastructure within 9 to 12 months. The contract will be awarded to the lowest responsive and responsible bidder that meets all technical specifications, including adherence to federal and state accessibility laws such as the ADA and Section 508, and data security protocols. The scope encompasses environment setup, ETL framework development, documentation, and staff mentoring, with all costs to be included in a firm, flat-price bid supported by a detailed Cost Workbook. The procurement process emphasizes compliance with Georgia law, including immigration verification via E-Verify, and mandates that all deliverables, including technical documentation and training, be provided at the University’s destination in Athens, GA, under FOB destination terms. The solicitation details a comprehensive evaluation process based on mandatory requirements and lowest price, with no explicit technical scoring or adjectival ratings, and reserves rights to reject, negotiate, or amend responses. Contract terms specify that all responses must be submitted electronically through the University’s sourcing portal, with attachments including bid specifications, cost worksheets, and compliance forms. The agreement incorporates provisions for data security, confidentiality, and nondiscrimination, and emphasizes that the contract is governed by Georgia law and the University’s policies, without incorporating FAR clauses. Delivery and acceptance are at the University’s location, with inspection based on compliance with specifications and standards, particularly regarding accessibility and data security. The overall process ensures transparency, legal compliance, and that the selected vendor provides a fully inclusive, cost-effective solution aligned with the University’s strategic data management objectives.
