Consulting Service for Development Charges Background Study and Draft By-Laws

The Township of Wilmot is seeking a consultant under solicitation RFP 2026-19 to update its 2021 Development Charges Study and create a Draft Development Charge Bylaw. The primary objective is to determine charges sufficient to recover costs associated with residential and non-residential growth. The selected consultant will be responsible for conducting background analyses, collecting population and employment projections, performing cash-flow and incremental operating cost analyses, and ensuring all work complies with the Development Charges Act and related regulations. Key deliverables include a comprehensive Development Charge Background Study report, a detailed Excel workbook of projects, and presentations to staff and Council. The contract will be awarded to the proponent with the highest total score, with cost proposals opened only after quality factor scores are finalized. Proponents must submit their proposals in PDF format via the online bidding portal by October 23, 2026, at 12:00 PM. Submissions must be divided into six distinct sections, with a strict ten-page limit for the first five sections. Mandatory requirements must be met to avoid disqualification, and cost proposals must be submitted separately from technical requirements. Administrative requirements include providing a detailed workplan with milestone dates, maintaining insurance, and providing a valid WSIB certificate of coverage. The successful consultant must also submit an internal Health and Safety Policy and adhere to the Municipal Freedom of Information and Protection of Privacy Act and the Accessibility for Ontarians with Disabilities Act. Payment terms are thirty days from the receipt of invoices, contingent upon the completion of work and a successful final inspection.
