Full Description

The Town of Oxbow invites proposals from qualified consultants or professional firms to develop a Regional Bylaw Harmonization and Enforcement Framework for seven to eight municipalities in southeastern. The successful consultant will review existing municipal bylaws and enforcement practices, identify opportunities for regional harmonization, develop selected model bylaw provisions, and recommend a governance and operational framework for a shared regional bylaw enforcement service. The purpose of this project is to provide participating municipalities with the information, tools, and recommendations necessary to make informed decisions about regional bylaw enforcement and harmonization.
This project is not intended to rewrite every bylaw in every participating municipality. Instead, it will focus on a comparative review, the identification of priority areas, a practical harmonization framework, and selected model provisions that demonstrate how common approaches could be implemented. The project will preserve the authority of individual municipal councils to determine which recommendations to adopt and which local provisions to retain. The Town of Oxbow is the proposed lead municipality and will coordinate the project on behalf of participating municipalities, subject to the required approvals and agreements.
