1. Purpose


The Army Contracting Command-Detroit Arsenal (ACC-DTA) is issuing this request for information (RFI) announcement (also referred to as Sources Sought Notice) as part of a market survey to determine the level of interest among QUALIFIED small and large business contractors capable of delivering material for the Contact Fuze Setter (CFS) that will be installed onto approximately 300 Stryker Infantry Carrier Vehicle, Double-V-Hull A1 30mm (ICVVA1-30MM) vehicles both within Continental US (CONUS) and Outside Continental US (OCONUS). This RFI covers material delivery only and not installation labor. Material consists of hardware and electronic components as specified in section 3 below.



2. Background


The Stryker ICVVA1-30MM variant is a specialized ground combat vehicle designed for enhanced lethality. This variant is currently fielded in multiple Army brigades. The Army intends to add a new capability to the ICVVA1-30MM which requires modifying the fire control referred to as the Contact Fuze Setter (CFS). The CFS primarily consists of a Fire Control Unit (FCU) computer, wire harness, mount, and common hardware.  The Government does not have data rights for the FCU and wire harness.

5. Response Instructions


Response Format: All responses must be Unclassified. Electronic responses are required in any of the following formats: Microsoft Word or Adobe Acrobat. The document shall not exceed 10 page limit. The maximum size of each e-mail message should be no more than 10 megabytes. You may use multiple e-mail messages. The subject line shall be “Contact Fuze Setter Integration Material RFI Responses”. All interested firms that can perform this effort, regardless of size, are encouraged to respond to this RFI. It is not necessary to respond to this RFI to be eligible for future awards.



Interested vendors should provide information regarding this announcement to:  usarmy.detroit.cpe-ground.mbx.stryker-sfo-ops@army.mil. Responses shall be furnished to the Government no later than 4:00pm Eastern Standard Time (EST) on the Response Date designated in the announcement on SAM. Responses received after this time may not be considered. Your interest in this response is appreciated.

6. Disclaimer


Such capabilities and qualifications will be evaluated solely for the purpose of determining if this procurement can be accomplished on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. No questions will be taken at this time. If and when a solicitation is posted, questions will be taken at that time and answered via a live Question and Answers Document. 



The Government acknowledges its statutory and regulatory obligations under the Federal Acquisition Regulation (18 U.S.C. §1905) to protect confidential information provided to the Government. Pursuant to this statute, the Government is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to all the following:



• Qualifying data must be clearly marked TRADE SECRETS or PROPRIETARY and be accompanied by an explanatory text, stating the rationale to protect the information.



• Only mark the data that is trade secrets truly proprietary.



• Do not mark data that is already in the public domain or is already in possession of the Government or third parties on an unclassified basis.



• Proprietary data transmitted electronically must have the TRADE SECRETS or PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file.
