Norbury Railway Bridge Art Commission
Solicitation # 2026/S 000-097168
The London Borough of Croydon is seeking a supplier for the Norbury Railway Bridge Art Commission to create public artwork on the retaining walls within the underpass beneath the bridge in Norbury, Croydon. This project is managed through a two-stage process, beginning with an Expression of Interest (EOI) phase. The EOI is evaluated based on the response to the brief, design creativity, feasibility, local connection, sustainability, and relevant experience. A maximum of five applicants will be shortlisted for Stage 2, where they will develop refined concept designs, community engagement proposals, and a detailed installation programme. Shortlisted artists will receive a 500 GBP honorarium upon submission of their Stage 2 concept. The estimated total value of the commission is 32,500 GBP excluding VAT, or 39,000 GBP including VAT. Selected artists must provide evidence of 5 million GBP in both Professional Indemnity and Public Liability Insurance. All final artwork proposals require formal technical approval from Network Rail and must avoid political or offensive content. The design must utilize durable materials and anti-graffiti measures, specifically avoiding large areas of single color to prevent tagging. The successful supplier is also required to provide a maintenance and repair plan for two years following the completion of the work.
