The Naval Research Laboratory's Tactical Electronic Warfare Division seeks to acquire Radio-Frequency Continuous-Wave Microwave-Power-Module Amplifiers to support the development and evaluation of prototype electronic warfare systems for shipboard and airborne platforms. These amplifiers will be critical components in transmitting EW signals aimed at denying or degrading hostile electromagnetic spectrum usage. Contractors are required to deliver units that conform to stringent technical specifications, including frequency, power output, time delay, duty cycle, pulse characteristics, linear gain, and input/output parameters outlined in the statement of work. The amplifiers will be enclosed for installation on various naval assets and will be used in designing EW applications to protect naval ships. The Government considers the required items as commercial products and plans to procure them under a firm-fixed-price, indefinite-delivery, indefinite-quantity contract lasting three years, following the Federal Acquisition Regulation Part 12 for commercial items. Proposals are open to all responsible sources and will be submitted electronically, with no paper copies issued. The contract solicitation and related updates will be managed via the Naval Research Laboratory’s electronic commerce portal. The acquisition falls under NAICS code 334220 and is overseen by a designated contract specialist based in Washington, DC. This procurement supports the broader mission of the NRL in advancing EW technologies that enhance naval operational capabilities.

This includes threat assessment and definition, development of EW operational concepts, EW requirements definition, electronic countermeasure technique research and analysis, EW signal processing research, EW system research and prototype system development, EW technique and system effectiveness evaluation, field experimentation, and system effectiveness assessments. The Naval Research Laboratory (NRL) Tactical Electronic Warfare Division (TEWD) has a need for Radio-Frequency (RF) Continuous-Wave (CW) Microwave-Power-Module (MPM) Amplifiers for use as transmitters in a developmental system. The RF CW MPM amplifiers will be used to design and evaluate prototype shipboard and airborne EW applications and will be mounted in an enclosure that will be installed on both surface shipboard and airborne platforms. The contractor shall deliver the units as listed in the SOW. and meet all performance criteria provided in the technical specifications, as well as, detailed requirements of the SOW that will be available in the solicitation. The contractor shall adhere to specifications and requirements including, but not limited to; Frequency - Power Output - Time Delay - Duty Cycle - Pulse Characteristics - Linear Gain - Input/Output Based on a survey of the market, the Government has determined that the supplies to be acquired meet the definition of a commercial item. Therefore, the Government intends to use FAR Part 12, Acquisition of Commercial Items. A firm-fixed-price, indefinite-delivery, indefinite-quantity contract with a three-year ordering period is contemplated. All responsible sources may submit a proposal, which shall be considered by the agency. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs.
