The Transportation Security Administration intends to modify two Indefinite Delivery Indefinite Quantity contracts to extend the ordering periods for Explosive Detection Systems. These extensions, involving L-3 Communications Inc. and Reveal Imaging Technologies, Inc., are designed to ensure the continuous procurement of products and support services while preventing gaps in personnel vetting. The modifications specifically support the Electronic Baggage Screening Program within the Office of Security Capabilities to maintain checked baggage screening operations. The government is pursuing these extensions through other than full and open competition, citing that only one responsible source can satisfy the agency requirements. The extensions for both contracts are intended to run through September 30, 2017. This action is managed by the Department of Homeland Security's Contracting and Procurement office under NAICS code 334511.

TSA intends to award extensions to the IDIQ contracts to ensure a continuation of product purchasing and support services and to prevent a gap in personnel vetting until new contracts are awarded. (1) Contract HSTS04-12-D-CT1046 with L-3 Communications Inc. (10E Commerce Way, Woburn, MA 01801) ordering period extension to from January 25, 2017 to September 30, 2017. (2) Contract HSTS04-D-CT1065 with Reveal Imaging Technologies, Inc. (28 Crosby Dr., Bedford, MA 01730) ordering period extension to January 25, 2017 to September 30, 2017. These modifications will address the requirements of TSA's Office of Security Capabilities (OSC) Electronic Baggage Screening Program (EBSP) in support of checked baggage screening operations. The Government intends to solicit and negotiate with only one source for each proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interest and capability to respond to the requirement from interested parties will be considered by the Government until 9:00am Eastern Time on November 25, 2016. Information received will be considered solely for the purpose of determining whether it is in the Government's best interest to procure using other than full and open competition. All final determinations to award the intended ordering period extensions to the above IDIQ awardees using other than full and open competition is solely within the discretion of the Government. Such determinations will be publicized in accordance with FAR requirements. Interested vendors who wish to seek subcontracting opportunities should contact the above named company directly.
