Contract Logistics Support Extention for Fixed Wing EO5 Aircraft

The Army Contracting Command-Redstone Arsenal intends to extend the term of contract W58RGZ-15-C-0026 under the authority of 10 U.S.C. 2304 (c) (1), Federal Acquisition Regulation (FAR) 6.302-1, - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The sole source extension will be issued to the incumbent contract holder, King Aerospace, Incorporated, 4444 Westgrove Drive, Suite 250, Addison, Texas. The proposed sole source contract action is for existing non-personal services for contractor logistics support (CLS) services for Government-owned DHC-7 ARL EO-5 aircraft with the period of performance beginning 1 July 2016 and ending 31 December 2017. The contract extension will bridge the anticipated capabilities gap to allow time for award of the new, competitive, overarching fixed wing SEMA Aircraft CLS contract under solicitation W58RGZ-15-R-0045. The extension will consist of a 12 month base period, one six (6) month option, and a three (3) month option for phase-out which may be exercised at any time during the six (6) month option period. The NAICS code is 488190, Other Support Activities for Air Transportation, with a corresponding size standard of $32.5M. It is the belief of the Government that any source other than King Aerospace would not be viable for this bridge effort due to the upfront capital investment required for facilities, ground support equipment and an adequate inventory of aircraft parts and material. This Notice of Intent to award a sole source extension is not a request for competitive proposals. There will not be a solicitation or Request for Proposals (RFP) issued. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competition based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received.
