Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

This is a notice of a proposed contract modification action published to notify potential sources that the USDA, Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS) intends to modify a contract to increase the dollar value and scope of the contract. After a competitive acquisition in September 2013, issued under solicitation AG-6395-S-13-0141, an indefinite delivery indefinite quantity contract was awarded to Parowan Air, contract AG-6395-C-14-01034. The contract was issued with a contract ceiling of $450,000.00 based on the estimated amount of inspections, maintenance and repairs needed for their aircraft for a five year contract. The Wildlife Services program did not anticipate such extensive repairs would be needed to some of their aircraft, and the program requested the contract be modified for the additional repair services needed in the amount of $190,000.00 to meet program requirements while the new contract action is competitively reprocured. Since the aircraft were already located at the contractor facility which is in the vicinity of where the USDA aircraft are stationed, it's logical and more cost effective to have the current contractor perform the services. The WS aircraft must always be repaired promptly to meet mission requirements. The current contract will expire on January 15, 2019 and a new solicitation is being issued to competitive establish a new five contract for services. This notice for a contract modification is being posted in accordance with FAR 5.201 (b) (1) ii. Any inquires to this notice must be submitted via email to the Contracting Officer Corinne Nygren at corinne.m.nygren@aphis.usda.gov. Any responses are due by Thursday, December 6, 2018 11:00 a.m. CT.
