The Ninth Judicial Circuit Court of Florida is soliciting qualified vendors to provide substance use disorder and mental health services to participants in the Circuit’s Problem Solving Court Programs. This solicitation, under Request for Statement of Qualifications (RSQ) number 2024-004-RSQ-09 (also referenced as RFSQ-09322), issued June 4, 2024, aims to establish one or multiple contracts with responsible vendors who meet minimum pass/fail qualification requirements. The contract(s) will support a range of behavioral health services, including mental health and substance abuse assessments, counseling, case management, detoxification, psychiatric evaluation, medication management, and trauma-informed therapies such as EMDR. Services are to be provided within Orange and Osceola counties in Florida, as directed by individual Task Orders issued under the contract. The contract term extends until June 30, 2027, unless terminated earlier, and the contract structure reflects a no-ceiling rate, indefinite delivery/indefinite quantity arrangement without guaranteed minimum service volumes. Evaluation of proposals will be based on pass/fail criteria surrounding corporate experience, staff qualifications, and compliance with specified service requirements, coupled with price and other relevant factors to determine the most advantageous award to the Circuit. Vendors must comply with stringent statutory and regulatory requirements, including verifications under Florida’s E-Verify system, prohibitions on forced labor and human trafficking, and adherence to HIPAA privacy protections (with contractors not considered HIPAA covered entities). The contract includes defined performance standards, inspection and acceptance criteria tied to Task Orders, and requires electronic invoicing with payments processed via the Florida Department of Financial Services. Vendors must submit two distinct proposal volumes—technical qualifications without pricing, and a separate cost volume—following detailed instructions and formatting requirements. Contractual provisions emphasize the independent status of contractors, restrict promotional use of Circuit identifiers, prohibit lobbying with contract funds, and mandate compliance with anti-discrimination laws and legal employment eligibility verification. The solicitation facilitates responsive, qualified service delivery to support the Circuit's judicial problem-solving initiatives, with the flexibility to award multiple contracts if deemed in the best interest of the Judiciary.
