Solicitation SPE7L3-26-T-249Q is a request for quotes from the DLA Land and Maritime agency for the procurement of a recoil spring buffer assembly. This item is designated as a critical gun part with unique requirements, necessitating a Contractor First Article Test (FAT) to verify compliance before full production. The procurement is subject to strict export controls, including the International Traffic in Arms Regulations (ITAR) and the Arms Export Control Act, requiring manufacturers to be registered with the Directorate of Defense Trade Controls and possess an approved US/Canada Joint Certification Program certification to access technical data. The contract mandates that product inspection and acceptance occur at the origin, with the manufacturer's quality system complying with SAE AS9003 or ISO 9001. Sampling must follow MIL-STD-1916 or ASQ H1331, and Product Verification Testing (PVT) may be invoked, requiring five samples per subcontractor. Additionally, the solicitation prohibits the use of Class I ozone-depleting chemicals and additive manufacturing without prior approval. Offerors must comply with the Buy American Act and the Berry Amendment, and a price evaluation preference is available for certified HUBZone Small Business Concerns. All quotes must be submitted via the DIBBS system, and invoicing is to be processed through the Wide Area WorkFlow (WAWF) system.
