AI Contract Overview
The contract solicitation pertains to the procurement of 32 gate valves under NSN 4820005415697, with an additional line item for the first article test of one unit, requiring full contractor testing and approval prior to delivery. The solicitation is a total small business set-aside under NAICS code 332911, issued by the Defense Logistics Agency through the DLA Internet Bid Board System, with quotations due by August 20, 2026. Items must be manufactured and delivered in accordance with detailed technical specifications including Revision H of drawing 80064 2177917 and TDP Rev B Gen 2, while strictly prohibiting the intentional use of mercury or mercury-containing compounds except in specific exempted applications such as batteries, sensors, and NAVSEA-approved reagents. Packaging and marking must conform to MIL-STD-2073-1E and MIL-STD-129 with specific preservation and container codes, and all packaging must comply with DLA's RP001 requirements. The delivery schedule requires first article test completion within 90 days and full shipment within 285 days after contract award, with FOB origin terms and delivery to the DLA Distribution Depot in Bremerton, WA. Export control is tightly restricted under RQ032 and DFARS 252.225-7048, mandating that only contractors with approved US/Canada Joint Certification Program status, trained personnel, and DLA authorization may handle the export-controlled technical data. Additional critical requirements include compliance with cybersecurity standards under NIST SP 800-171, prohibition of additive manufacturing unless explicitly authorized, mandatory submission of a Safety Data Sheet prior to award, and adherence to SAE AS9003 or tailored ISO 9001 quality systems. Contract administration follows WAWF for invoicing, and the contractor is bound by numerous FAR and DFARS clauses covering whistleblower protections, cyber incident reporting, prohibition of covered telecommunications equipment, hazardous materials, payment levies, and first article approval by DCMA. The government reserves the right to use the HUBZone price evaluation preference and may award via automated process if eligibility criteria are fully met.
