AI Contract Overview
Solicitation SPE7L1-26-Q-1616 is a firm fixed price request for quotations issued by DLA Land and Maritime for the procurement of 246,000 helical compression springs, part number 5360-00-804-6561. The award will be based on the best value to the government, evaluating price, offered delivery, and past performance. Delivery is scheduled for Phoenix, Arizona, under the First Destination Transportation program. A critical component of the delivery timeline is the First Article Test, which requires the contractor to submit a test report within 180 calendar days of the contract, followed by a 30-day government evaluation period and a final production delivery window of 90 days after approval. The contract mandates strict quality and compliance standards, including sampling per MIL-STD-1916 or ASQ H1331 and packaging according to ASTM D3951 and MIL-STD-129. Technical data is subject to ITAR and EAR export controls, requiring contractors to have approved JCP certification and specific DLA authorizations. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to various FAR and DFARS clauses, such as the Buy American Balance of Payments Program and prohibitions on covered defense telecommunications equipment. Quotations are due by September 18, 2026.
