AI Contract Overview
This contract solicits 13 power supply units identified by NSN 6120-01-685-9177 under solicitation SPE7M2-26-Q-0535, issued by the Department of Defense’s Nuclear Reactor Program through the Defense Logistics Agency. The delivery is required within 500 days after order date, with the need ship date set for December 28, 2027. The contract is firm fixed price and includes three critical contract data requirements: first article testing, production test and inspection, and certificate of quality compliance, all tied to specific CLINs and governed by standardized reporting formats. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, and all items must comply with MIL-STD-129 and MIL-STD-130 for marking and unique identification, although item unique identification is not mandated by the service customer. The power supply is a restricted source item requiring government engineering approval, and no surplus or certificate of conformance is acceptable. The item is subject to stringent material prohibitions: mercury and mercury compounds are banned unless used in approved functional applications like batteries or sensors, and ozone-depleting chemicals are strictly prohibited. The contract requires full compliance with the Cybersecurity Maturity Model Certification (CMMC) Level 2, including maintaining a valid CMMC UID in the Supplier Performance Risk System and meeting NIST SP 800-171 DoD assessment requirements for systems handling controlled unclassified information. Export control applies to associated technical data under ITAR or EAR, restricting dissemination to only those contractors with approved JCP certification, completed DLA training, and authorization. Quality assurance must be based on ISO 9001:2015, AS9100:2016, or equivalent accredited systems. Inspection and acceptance occur at origin for routine deliveries but shift to destination for first article testing, with FOB point accordingly defined for each CLIN. All suppliers must be registered in SAM.gov, maintain current annual certifications, and comply with prohibitions on procurement from Xinjiang, employment of individuals in the People’s Republic of China, and use of counterfeit electronic parts. Payment is strictly electronic via WAWF, with accelerated payments for small businesses, and claims must follow strict assignment rules. The contractor must also adhere to labor and ethical clauses including combating trafficking in persons, paid sick leave, equal opportunity for veterans and workers with disabilities, and child labor
