The item must be produced in compliance with ISO9001:2015 or higher quality standards and undergo inspection and acceptance at source, with first article testing required within 90 days of contract award. Serialization of each part and its packaging is mandatory for full traceability from manufacture through delivery, including scrappage accounting, and re-branding that obscures original OEM markings is strictly prohibited. Packaging and marking must conform to MIL-STD-2073-1E and MIL-STD-129, with specific packaging codes and palletization criteria detailed in DLA procurement guidelines. Delivery is required within 360 days of award, with FOB destination terms applying, and all shipments must be processed through the WAWF electronic invoicing system using pre-filled payment instructions. The contractor must comply with extensive cybersecurity and supply chain restrictions, including DFARS 252.204-7012 for safeguarding covered defense information and cyber incident reporting, and DFARS 252.225-7001 for Buy American compliance. Technical data associated with this item is subject to export control under ITAR or EAR, limiting access to only those contractors with approved U.S./Canada Joint Certification Program status, completed DLA export training, and formal authorization. All offerors must maintain an active SAM registration and attest to compliance with numerous representations including prohibitions on business operations in Iran or Sudan, avoidance of covered telecommunications equipment, and adherence to anti-trafficking and whistleblower protections. Additional requirements include antiterrorism training, counterfeit part detection systems, and restrictions on materials sourced from Xinjiang. All submissions must be accompanied by hazard warning labels and MSDS for any controlled substances, and quotations must be valid for 90 days and submitted by August 14, 2026. Price reasonableness for both first article and production CLINs serves as a mandatory eligibility gate for award, with the government selecting the proposal offering the most advantage based on price
