Delivery is due within 303 days from the contract award, with FOB origin terms, no variance allowed in quantity, and inspection and acceptance occurring at the origin. The contractor must comply with DLA’s Master List of Technical and Quality Requirements, particularly those referenced by R or I numbers, which supersede all other standards including ASTM D3951. Packaging and labeling must adhere to MIL-STD-129 and RP001, with palletization in accordance with DLA guidelines. The use of outdated military specifications like MIL-PRF-55110 and MIL-P-50884 is prohibited for new designs; MIL-PRF-31032 is the current standard for printed circuit boards, and for materials previously governed by the canceled MIL-S-13949, the contractor must ensure equivalent quality and reliability. A cybersecurity maturity model certification level 2 self-assessment is required, and the contractor must submit the first article test report to the designated DLA receiving unit. The first article test line item carries no separate charge unless otherwise specified, and its requirement quantity is governed by FAR clauses 52.209-3 or 52.209-4. All units must be delivered to the DLA distribution facility in New Cumberland, Pennsylvania, with a required ship date of January 5, 2027, and original delivery date of April 16, 2027.
