The product must comply with stringent technical and quality requirements outlined in the DLA Master List of Technical and Quality Requirements, incorporating referenced specifications such as RQ001, RQ009, RQ016, and RQ017, which mandate adherence to Qualified Products or Manufacturers Lists, inspection and acceptance at origin, and precise physical marking. A first article test is required, with one unit designated for testing under government supervision and approval, and the contractor must notify the government 30 days prior to testing, allowing 30 days for review and 120 days for submission. The use of ozone-depleting chemicals is strictly prohibited, and silicone-based lubricants or coatings are banned without prior written consent from both the vehicle manufacturer and the contracting officer. Configuration changes require formal engineering change proposals and variance requests, and the item is designated as a critical application with source-controlled drawings specifying authorized manufacturers and part numbers, though additional approved sources may exist beyond those listed. Packaging and marking must strictly follow MIL-STD-2073-1E, MIL-STD-129, and Special Packaging Instruction AK14426213 Revision A, with palletization aligned to DLA packaging standards. Sampling procedures must conform to MIL-STD-1916 or ASQ H1331, with zero non-conformances required for acceptance unless otherwise stipulated.
