The Naval Air Systems Command plans to negotiate a sole source modification extending Contract N00019-03-D-0002 for six months to continue providing Contractor Logistics Support and Technical Engineering Support Services for the USMC KC-130J aircraft propulsion system. This system includes the AE2100D3 turboprop engine and R391 propeller, both exclusively designed, developed, and produced by Rolls-Royce Corporation. Rolls-Royce is uniquely qualified to provide these services, as they hold all proprietary data rights, including drawings, specifications, and historical data related to the AE2100D3 engine and R391 propeller. The extension aims to maintain uninterrupted support during this period. The contract, coded under NAICS 541330, is managed by the Naval Air Systems Command located in Patuxent River, Maryland, with performance primarily taking place in Indianapolis, Indiana. The agency emphasizes that this planned modification is issued under the authority permitting sole source awards (FAR Part 6.302-1) due to the unique qualifications of Rolls-Royce, and it is not a solicitation for new proposals. Key contacts for this procurement are Contract Specialists Monica L. White and Diana I. Dalphonse, who can provide further information regarding the contract and its extension.
