This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought/synopsis. The Office of Acquisition Management, Immigrations and Customs (ICE), for the Detention Management Division, Detention Standards Compliance Unit, intends to award a Fixed Rate Labor Hour contract and reimbursable Other Direct Cost(s) (CLINs) for this effort. Services to be procured are contractor support to the DRO Detention Standards Compliance Unit for administering and conducting the Detention Compliance Management Program (DCMP) and Office of Professional Responsibility DFIG program. This program requires annual onsite inspections of designated DRO detention facilities throughout the United States. The successful offeror must provide Quality Assessment Teams (QAT) for annual review at designated facilities. The associated NAICS code is 561210 Facilities Support Services, the small business size standard is $32,500,000.00 (Thirty-two million, five hundred thousand dollars) in average annual receipts for the preceding three years, formerly known as Standard Industry Code (SIC) 8744. It is a requirement that all contractors doing business with the Department of Homeland Security be registered with Central Contractor Registration which may be accessed at http://www.ccr.gov/ , and ORCA https://orca.bpn.gov. Offerors must have a DUNs Number or have the ability to obtain one prior to proposal submittal. The entire solicitation will be issued electronically at the Federal Business Opportunities (FedBizOpps) website; https://www.fbo.gov/ Paper copies will not be available. The solicitation, attachments and specifications will only be available by downloading the documents from the FedBizOpps website. All prospective offerors are responsible for obtaining the solicitation, any amendments or any other information from the FedBizOpps website. It is therefore the offeror's responsibility to check the website for any posted changes to the solicitation. The projected solicitation issue date is October 2008. The issue date of the solicitation is estimated. When issued, the solicitation will specify the actual date and time for proposal receipt.
