Performance requires electronic submission of invoices and receiving reports via PIEE-WAWF, and contractors must register for access to the Electronic Document Access portal at PIEE. The contractor must provide an email for communications and is encouraged to subscribe to NAVSUP WSS Mechanicsburg notifications for automated alerts on contract actions. Offers must specify any deviations from solicitation requirements via EDI or follow-up hardcopy; unreported exceptions will result in award based strictly on the solicitation. The contract mandates adherence to federal regulations including the Federal Acquisition Supply Chain Security Act, prohibition on DEI discrimination under FAR 52.222-90, and priority rating provisions for national defense use. Only authorized distributors of the OEM are eligible for award, and all documents provided by the Navy include distribution statements that dictate restricted access, with non-classified documents bearing designations from A through X regarding dissemination controls. Additional applicable procurement notes cover manufacturing phase-outs, nonconforming packaging corrections, product verification testing, and additive manufacturing requirements.
