Full Description

NASA/GRC has a requirement for Two (2) "Iodine Compatible" Proportional Flow Control Valves. NASA/GRC intends to purchase the items from Vacco Industries, 10350 Vacco Street, South El Monte CA 91733-3316. They are an additional purchase to a previous competitive procurement. They must be identical as these will be flown in space on the iSAT Spacecraft. Prior purchase proved Vacco Industries is the only company that can manufacture the valves because they incorporate company proprietary design details and proprietary manufacturing processes and procedures. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth and FAR Part 13. The Sole Source is under the authority of FAR Reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on May 20th, 2016 (Thursday). Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
