Controlled Substances and Alcohol Use Testing

The Florida Department of Transportation is pursuing a single-source procurement for controlled substances and alcohol use testing services under solicitation number DOT-SS-27-9002-JM, intentionally targeting NMS Management Services, Inc. as the sole vendor due to the specialized capabilities required to maintain compliance with federal and state regulations. The contract aims to provide continuous drug and alcohol testing for employees in Commercial Driver License positions and state-designated mandatory-testing roles across Florida, ensuring adherence to Federal Motor Carrier Safety Administration requirements effective January 1, 1995, and Federal Highway Administration 49 CFR §382.107, as well as state statutes §§112.0455 and 440.102 governing the Drug-Free Workplace program. The services include acting as a Third Party Administrator with a digital Screening & Compliance Portal for creating both DOT and state-specific Chain of Custody Forms, coordinating DOT-certified collection sites by proximity, tracking specimens, delivering test results, and conducting annual limited queries into the FMCSA’s Drug and Alcohol Clearinghouse in compliance with 49 CFR §382.701(b). The performance period is one year, aligned with the 2026–2027 fiscal year, with an estimated contract value of $45,000. The vendor must demonstrate the capacity to manage recurring service requests from multiple Florida districts on a weekly basis to avoid disruption to the testing program and preserve federal funding eligibility.
