The New York State Department of Corrections and Community Supervision (NYS DOCCS) is seeking qualified vendors to supply packaging materials necessary for labeling, covering, containing, serving, sealing, housing, or wrapping food items on a regular basis. The procurement process involves an initial pre-qualification phase where vendors are evaluated and approved, followed by periodic mini-bid solicitations for pricing, which will be conducted through a spot-buying process after final approval from the Office of the State Comptroller (OSC). Vendors are not required to submit fixed pricing during pre-qualification; instead, they will provide short-term pricing only when actual needs arise during the multi-year contract, which is set to run from October 29, 2024, to October 28, 2029. The contract is valued between five and fifteen million dollars and will be executed at a facility located in Rome, NY. This procurement emphasizes compliance with state regulations regarding communication and lobbying, specifically State Finance Law Sections 139-J and 139-K. It also specifies that there are no set-aside goals for service-disabled veteran-owned or disadvantaged-owned businesses, though there is a 10% goal for women-owned subcontracting. The due date for responses is September 13, 2024. Interested vendors can find additional details and apply through the provided links and contact Sarah Sebastian, the designated Office Assistant, for further inquiries. The contract aims to support the department’s food packaging needs within the specified geographic and operational scope.
