This contract is for the procurement of lubricating oil coolers, specifically designed to dissipate heat generated during operation of engines on Recovery Vehicles M51/M74/M88, with the sole purpose of preventing lubricating oil from reaching excessive temperatures. The technical specifications, performance data, and manufacturing knowledge necessary to produce this item are proprietary to Renk America, LLC and Tecmotiv USA, Inc., and no complete Technical Data Package exists for competitive development. The contract is a five-year firm fixed price agreement with a guaranteed minimum quantity of 14 units and a maximum potential quantity of 479 units across the contract term. Deliveries are to be made FOB Destination to Anniston Army Depot in Bynum, Alabama, with inspection and acceptance occurring at the origin facility prior to shipment. All items must be packaged and marked in strict compliance with MIL-STD-2073-1 for preservation, MIL-STD-129 Rev. R for marking including barcodes and Military Shipment Labels, MIL-STD-130 for Item Unique Identification, and ASTM and ISPM 15 standards for wood packaging. Each unit must be individually packed and palletized if shipment exceeds 50 cubic feet, using approved materials and methods. Contractors must use the Wide Area WorkFlow system for all invoicing and payment requests. The contract requires full compliance with Federal Acquisition Regulation clauses covering anti-kickback, subcontracting, price adjustments, disputes, prompt payment, and electronic submission requirements.
