The contract involves the procurement of four units of a Cooler Lubricating Oil Engine, specifically designed for use with the MTU 4000 Series main diesel engines on 154-foot patrol vessels operated by the U.S. Coast Guard. The vendor must supply items that are fully service ready for the designated application prior to shipping, with strict packaging, preservation, and marking requirements outlined to ensure safe handling and compliance with military standards. Packaging must adhere to MIL-STD-2073-1E, with specific preservation, cushioning, and marking protocols, including barcoding in accordance with ISO/IEC 16388-2007 and MIL-STD-129R, to facilitate inventory control and shipment tracking. The items are to be individually preserved and securely packed in appropriately sized wooden crates or pallets, with all markings facing forklift operators and including barcodes and RFID tags for traceability. The solicitation emphasizes that substitute parts are unacceptable and that the purchase is anticipated to be non-competitive, awarded on a sole-source basis to Rolls-Royce Solutions GmbH or authorized distributors, as only they can provide genuine OEM parts. The procurement is conducted under simplified acquisition procedures, with the award based on the lowest price technically acceptable offer. Offerors must be registered in SAM.gov, possess valid DUNS numbers, and submit detailed certifications and representations, including verification of authorized distribution rights from the OEM. The response deadline is December 11, 2025, and all proposals must include comprehensive information demonstrating compliance with packaging, marking, and regulatory requirements, as failure to meet these standards will result in rejection and potential delays. The contract incorporates numerous FAR clauses addressing socioeconomic programs, supply chain security, labor standards, and anti-corruption measures, ensuring the procurement aligns with federal statutes and policies.
