The U.S. Army Combat Capabilities Development Command - Chemical Biological Center, in coordination with the Office of the Secretary of Defense and the Army Contracting Command - Rock Island, manages the Cornerstone Other Transaction Agreement (OTA), which aims to strengthen the U.S. manufacturing and defense industrial base through a flexible, public-private consortium. Under this program, a competitive Cornerstone Initiative Request (CIR) will be issued specifically for Heavy Rare Earth Element Separation. This solicitation, restricted to members of the Cornerstone consortium, seeks proposals for one fixed-amount OTA with incremental payments tied to milestone completions, and offers a potential follow-on production OTA contingent on a successful prototype. The contract’s period of performance may extend up to ten years and includes four phases: market and engineering scoping, pilot-scale facility, full-scale facility, and qualification into defense and civilian supply chains. The objective of this effort is to establish a commercially viable domestic capability for separating heavy rare earth elements essential to Department of Defense and critical civilian applications. Interested companies must be consortium members with a signed management agreement to submit proposals, and those already in the membership process will have their proposals reviewed. Information about consortium registration is available online, and communications regarding the CIR will be distributed directly via email to eligible members. While this notice is for planning purposes only and does not guarantee issuance of a solicitation or any commitment by the government, it clarifies the initiative’s intent to support industrial base resilience and aligns with mandates from Presidential Executive Order 13806. Inquiries can be directed to the designated contract specialist at the Army Contracting Command Rock Island office.
