The U.S. Army Combat Capabilities Development Command - Chemical Biological Center (CCDC CBC), in collaboration with the Army Contracting Command - Rock Island (ACC-RI) and the Office of the Deputy Assistant Secretary of Defense for Industrial Policy, manages the Cornerstone Other Transaction Agreement (OTA). This initiative aims to strengthen the U.S. manufacturing and defense industrial base through a flexible public-private consortium. The upcoming Cornerstone Initiative Request (CIR) titled "Energetic Characterization Testing" will be issued for competitive proposals exclusively from Cornerstone consortium members. Scheduled for release on or after April 15, 2020, with a 10-business-day submission window, the CIR seeks whitepapers for multiple expenditure-based OTAs focusing on testing and evaluation of novel and legacy munitions and energetic materials to support qualification for Type Classification and Materiel Release, as well as the qualification of manufacturing processes. This effort entails performance evaluations across various parameters such as initiation reliability, insensitive munitions properties, mechanical characteristics, launch dynamics, and ballistic performance, all critical to the Government's requirements for munitions research and development. The performance period for awarded efforts will span 60 months, with no non-competitive follow-on production OTAs intended under this initiative. Entities interested in participating must be Cornerstone consortium members with a signed Consortium Management Agreement and have initiated membership prior to proposal submission. Communications and updates related to this initiative will be disseminated exclusively to eligible consortium members, and interested parties are encouraged to monitor related announcements and contact project officials for further guidance. This notice serves for planning purposes only and does not represent any commitment or guarantee of funding by the U.S. Government.
