The Department of Defense, through the Edgewood Chemical Biological Center and Army Contracting Command - Rock Island, is managing the Cornerstone Other Transaction Agreement to strengthen the U.S. defense manufacturing industrial base and enhance supply chain resiliency. This initiative involves a competitive Cornerstone Initiative Request (CIR) focused on Electron Beam Welding (EBW) technology, scheduled for release on or after January 14, 2019, with a short submission window. The CIR is exclusively open to members of the Cornerstone consortium who have completed the membership process and hold a signed management agreement. Selected participants will compete for a fixed-amount Other Transaction Agreement with milestone-based payments over a five-year period, aimed at advancing the manufacturing readiness level of EBW to level 7, especially targeting fabrication using Monel 400 and Nickel Aluminum Bronze, while also exploring additional alloys such as Inconel 625, HY80 steel, titanium, aluminum, and stainless steels. Entities interested in submitting proposals must be certified under the Joint Certification Program to handle unclassified military technical data, and instructions for certification are provided via the Defense Logistics Agency. The CIR will prioritize prototype development with the potential for follow-on production contracts if successful. Communications regarding the CIR will be disseminated through the Cornerstone consortium, and all inquiries should be directed to the provided government contact points. This notice serves for planning purposes and does not guarantee the issuance of a CIR or contract award.
