The contract managed by the U.S. Army Combat Capabilities Development Command – Chemical Biological Center (CCDC CBC) in Rock Island, IL, under the Office of the Secretary of Defense, focuses on issuing a competitive Cornerstone Initiative Request (CIR) for developing an alternate source of production for the 120mm M298 Cannon. This effort supports the broader goal of strengthening the U.S. manufacturing and defense industrial base in alignment with Presidential Executive Order 13806. The CIR, limited to members of the Cornerstone consortium, aims to award one firm-fixed-price other transaction agreement (OTA) with incremental milestone payments over a 24-month period. The contractor will be required to develop the manufacturing process, demonstrate capability by producing three production-representative cannons within 21 months, and meet all in-process inspections and First Article Test requirements as specified in the technical data package. This initiative is part of a public-private consortium established under the Cornerstone Other Transaction Agreement to enhance manufacturing resiliency and provide alternative industrial sources for critical defense components. Only entities that are members of the Cornerstone consortium with a signed management agreement are eligible to participate. The solicitation will be communicated through the Cornerstone consortium and prospective members via email, with the intent to issue the CIR on or after June 1, 2020, and close 30 calendar days later. A non-competitive follow-on production OTA may follow successful prototype completion. The notice is for planning purposes only and does not guarantee solicitation release or awards. Points of contact are available for inquiries, and interested parties are directed to visit the Cornerstone website for registration information and monitor updates on beta.sam.gov.
