The U.S. Naval Research Laboratory, through solicitation N0017326Q2440, seeks a contractor to perform comprehensive corrosion-control and coating services on the AN/FSC-78 terminal located in Guam, along with the fabrication of new reflector panels and supports. The work encompasses the complete removal of contaminants such as mildew, grease, and algae, surface preparation to SSPC-SP 12 and SSPC-SP 15 standards, repair of superficial corrosion, and the application of a specified coating system consisting of an epoxy primer and polyurethane topcoat to achieve a total dry film thickness of 100–120 microns. Critical deliverables include fabricated reflector panels made from 1.5mm aluminum alloy 6082-T6, each labeled with serial number, ring number, measured RMS value, and date of manufacture, along with four zinc-plated steel supports using stainless steel hardware. The contractor must handle all aspects of performance including mobilization, labor, materials, tools, environmental controls, hazardous waste disposal, and compliance with Federal, DoD, Navy, and Guam regulations. All reflector panels must be assembled in an environmentally controlled room, meet stringent surface accuracy requirements of less than 0.25 mm RMS as verified by GSI photogrammetry, and be packed into a single 40-foot shipping container bearing a valid CSC plate. NRL Code 8124 assumes responsibility for shipping coordination and transportation. The contractor is required to staff key personnel with extensive, documented experience in parabolic antenna systems, including a Senior Project Manager, Senior Mechanical Engineer with a Professional Engineer license, two to three Senior Antenna Technicians with at least 10 years’ experience, and a Quality Control Engineer with comparable expertise. All personnel must undergo vetting though no formal security clearance is mandated. Performance is structured around detailed milestone-based invoicing, with payments tied to specific phases of corrosion control and panel fabrication, including 15% upon project initiation, 20% upon delivery of panels, and other increments tied to inspection points. Quality assurance is strictly enforced through 100% inspection per the Quality Assurance Surveillance Plan, with final acceptance contingent on joint certification by the contractor and NRL Code 8124 after unpacking at the Guam site. Documentation such as Certificates of Conformance, paint thickness records, and photogrammetry results must be submitted, and photo evidence of completed work must be provided within 48 hours
