The U.S. Geological Survey's Earthquake Science Center requires specialized cosmogenic radionuclide (CRN) dating of 19 rock and sediment samples, focusing on the in situ measurement of 10Be and 26Al isotopes within quartz components. The scope includes comprehensive sample preparation processes such as crushing, grinding, quartz separation and purification, chemical extraction of BeO and Al2O3, and subsequent accelerator mass spectrometry (AMS) measurement. The laboratory must adhere to established quality assurance and control protocols, achieving extremely low background ratios (1x10^-15 or less) for both nuclides to ensure analytical precision. Due to the unique requirements of this work, including the necessary sample pretreatment and the ability to measure aluminum isotopes, the USGS intends to award this contract noncompetitively to the Purdue Rare Isotope Measurement Laboratory (PRIME Lab) at Purdue University, which is currently the only facility capable of fulfilling all aspects of the task. The contract is anticipated to be a firm-fixed-price agreement under NAICS code 541380 with a simplified acquisition threshold size standard of $15 million. The Government is soliciting capability statements to confirm whether any other sources exist but does not intend to compete the requirement unless justified. Submissions must be sent electronically by a specified deadline. The awarded entity must be registered in the System for Award Management (SAM). This effort supports the Department of the Interior's acquisition goals in prestigious earth science investigations and requires highly specialized laboratory expertise to maintain scientific and procedural rigor in the radiometric dating analysis.

Full Description

Notice of Intent The U.S. Geological Survey, Earthquake Science Center, Pasadena, CA has a requirement cosmogenic radionuclide dating of rock fragments and sediments, including sample preparation and accelerator mass spectrometry (AMS) measurement. The lab determines the in situ abundance of a specific nuclide in the quartz component of a geologic sample. The nuclides targeted are 10Be (beryllium) and 26Al (aluminum). The laboratory is to perform the sample preparation as well as AMS measurement of both 10Be and 26Al, including: crushing and grinding of clast or sand-sized particles; quartz separation and purification; chemical extraction of BeO and Al2O3; and target preparation. The requirement is to analyze 19 samples for both nuclides. Established QA/QC procedures for sample preparation and peer-reviewed documentation of analytical success for both nuclides in small abundances are required. In particular, the lab should achieve background ratios of 1x10-15 or less for both nuclides. The North American Industry Classification (NAICS) Code is 541380. The size standard is $15.0 million dollars. The USGS intends to make a non-competitive award to PRIME Lab, Purdue University. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1). The samples provided for CRN dating must be crushed and ground, quartz mineral must be extracted, separated, then the target material, BeO and AlO must be chemically extracted, and finally the AMS target is measured. While other labs can complete the final stage (measurement of the AMS) for BeO, no other lab can complete the aluminum measurements. Also, only the Purdue Rare Isotope Measurement Laboratory offers the specific pretreatment required for these samples. Pre-treatment includes crushing and grinding of clast or sand-size particles. The anticipated contract will be firm fixed price. A vendor must be registered at http://www.sam.gov to be awarded the contract. The intent of this notice is to determine if any other source(s) exist. All responsible sources may submit a capability statement, which shall be considered by the Government. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Respondents will not be notified of the results of any Government evaluation of the information received. All questions and submissions in response to this notice must be submitted electronically via email to Cheryl Ciccarelli contact@example.gov by 5:00 PM ET on September 1, 2017.

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior for the removal and replacement of chilled, condenser, and heating water piping at the USGS Earth Resources Observation and Science Center in Sioux Falls, South Dakota. The scope of work includes installing new piping networks, updating pneumatic controls to electric actuators in the 1996 building addition, and ensuring the system can support the simultaneous operation of two York chillers at approximately 600 tons. The project requires a phased construction approach to ensure that facility offices and computer rooms remain fully operational, with a strict prohibition on weekend work. The period of performance is scheduled from November 4, 2026, to July 31, 2027. The government will award the contract using the Lowest Price Technically Acceptable process, evaluating offers based on firm-fixed-price reasonableness, technical approach, and past performance. Bidders must provide a technical proposal detailing their phasing plan and submit three past performance questionnaires. Compliance requirements include adherence to the Davis-Bacon Act for prevailing wages, the provision of performance and payment bonds, and the use of AABC or NEBB certified firms for testing and balancing. Submissions must include a completed SF 1442 and a detailed bid schedule, with all quotes submitted electronically to the designated point of contact.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
