This will involve removing a combined 14' 2 1/8" section of existing 42"-high gate and fencing, and replacing it with new security gates and fencing measuring 14' 2 1/8" wide by 6' 1" high. A total of 70' 10 5/8" of the existing 1,380 feet of marina perimeter fencing will be upgraded to meet the new security standard. The remaining 1,309' 1 3/8" of fencing will remain unchanged. The scope of work includes the repair, installation, and maintenance of building envelopes—defined as exterior walls, foundations, roofs, windows, and doors—for Chanceries, Official Residences, and Staff Quarters. DFATD intends to award contracts to up to three providers, with funds allocated based on final ranking: 50% to the first-ranked bidder, 30% to the second, and 20% to the third. The selection process is based on a weighted ratio of 60% technical merit and 40% price. To be responsive, bidders must meet mandatory criteria, including the successful completion of three significant building envelope projects valued at at least Can$200,000 each within the last five years. Technical evaluations will further consider project experience and quality control processes. The final submission deadline was extended via multiple addenda to September 28, 2026, at 2:00 PM Eastern Time. Contractors must comply with local legislation and norms in the place of performance and may be required to hold security clearances up to the SECRET level. Quality assurance must align with Canadian codes and legislation, as well as European Standards (EN) and the Pressure Equipment Directive. The pricing structure includes estimated requirements for project managers, logistics coordinators, foremen, and masons. Final acceptance of work is contingent upon the submission of commissioning and closing reports and a signed completion certificate following the correction of all logged deficiencies.
