Costco Fuel Facility Project

The Costco Fuel Facility Project involves the development of a membership-only fuel station on a 1.15-acre portion of an existing Costco parking lot located at 300 Vintage Way, Novato, California. Approved by the City of Novato on June 9, 2026, the project includes the construction of a 10,244-square-foot fuel dispenser canopy with 14 dispensers providing 28 fueling positions. Storage infrastructure consists of three 40,000-gallon gasoline underground storage tanks and one 1,500-gallon additive tank, along with a vapor processing unit, a controller enclosure, and a net increase of approximately 6,086 square feet in landscaped areas. The facility must be constructed according to Costco's standard Fueling Facility Program and adhere to ADA 2010 Standards for Accessible Designs. The project has undergone a comprehensive environmental review process under the California Environmental Quality Act, including a Draft Environmental Impact Report and a Notice of Determination. Key safety and regulatory requirements include the implementation of Phase I and II Enhanced Vapor Recovery systems, leak detection, and double-walled tanks. Compliance is monitored by several agencies, including the Novato Fire Protection District, Novato Sanitary District, North Marin Water District, and the Bay Area Air Quality Management District. Additionally, the project mandates strict cultural resource protections, requiring a tribal cultural resource treatment plan and the presence of a local Native American monitor during all earth-disturbing work.
