The Defense Threat Reduction Agency (DTRA) plans to award a contract to enhance the Counter Smuggling Network (CSN), a project originally launched in 2008 to combat the smuggling of Weapons of Mass Destruction (WMD) and nuclear materials through the Black Sea nations. This contract aims to develop a comprehensive warehouse of analytical tools and expertise that will enable DTRA to track potential smuggling routes, identify types and quantities of contraband, determine origins and destinations, and disrupt smuggling operations. The initiative intends to extend CSN’s reach beyond the Black Sea to include additional regions in Europe, Asia, and Africa, focusing on collaboration with local law enforcement strictly for information gathering and analysis rather than direct law enforcement activities. The anticipated contract, under full and open competition, carries a base period of performance from May 15, 2011, through May 14, 2012, with two one-year option periods to follow. The Request for Proposal was expected to be posted around mid-March 2011, with an award date targeted for May 1, 2011. The operations and contract management will be based out of Fort Belvoir, Virginia, with key points of contact including a Contract Specialist and Contracting Officer from DTRA. This effort falls under NAICS code 541990 and seeks to leverage sophisticated analytical capabilities to strengthen international efforts against the proliferation and illegal transport of dangerous materials.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
