Solicitation OSW27BZ01-DV002, issued by the Office of the Secretary of Defense, seeks the rapid maturation of commercial and dual-use technologies to counter Group 1 and Group 2 unmanned aerial systems in denied, contested, and unattended environments. The effort focuses on the counter-UAS kill chain, specifically targeting detection and tracking of agile targets in cluttered airspace, identification and decision support using tactical computing hardware, and kinetic, non-kinetic, or cyber mitigation and defeat methods. Preferred solutions are those that do not require the target to emit RF energy, do not radiate themselves, operate without cloud services or reachback, and do not require a dedicated operator. Work requiring classified access at the time of award or dependence on cooperative identification is out of scope. This total small business set-aside is structured as a Direct to Phase II opportunity with a cost ceiling of 2,000,000 dollars and an anticipated performance period of twelve months. Proposals are evaluated based on technical merit, innovation, investigator qualifications, and commercialization potential, with a specific rubric weighting mission relevance and kill-chain alignment at 24 percent. Award selections are based on overall technical value, though cost is not an evaluation criterion. Compliance requirements include CMMC Level 2 Self certification, registration in the System for Award Management, and adherence to DFARS safeguarding and export control clauses. Successful performers may be required to provide operational evidence and participate in a capability showcase approximately six months after the award.

Full Description

Inexpensive, highly maneuverable, commercially available unmanned aerial systems (UAS) threaten tactical forces, critical infrastructure, and installations. Current defenses are limited by cost, by the operator attention they require, and by their vulnerability to countermeasures. A capability gap against Group 1 and Group 2 UAS remains. This topic seeks mature or maturing technology at any point in the counter-UAS kill chain. The three areas below are where capability is most needed. They are examples. A proposal may address one area, more than one, or a gap not listed here. Detection and Tracking. Detect and hold track on highly agile targets in cluttered low-altitude airspace. The proposer selects the sensing modality. Approaches that hold track when the target is not emitting are preferred. Solutions that require permanent site infrastructure or mains power, including fixed perimeter sensor installations, are out of scope for this area. The system must move with the force. Identification and Decision Support. Classify and identify unauthorized platforms and support an engagement decision. Processing must run on tactical computing hardware carried or emplaced with the force. Proposals should describe a pathway to interoperate with existing command and control. Conformance to a named standard is not required at this stage and will not be scored. Mitigation and Defeat. Kinetic, non-kinetic, or cyber approaches that defeat hostile UAS in remote tactical theaters and in densely populated areas. Proposals must address collateral effects. Operating preferences. The operating environment is denied, contested, and unattended. The four conditions below are preferences, not eligibility requirements. Every proposal must state where it stands against each one. (a) The system does not require the target to emit radio frequency (RF) energy. Passive RF may be part of a solution; the preference is that track holds when the target is silent. (b) The system does not radiate. The Government favors kinetic and cyber defeat over approaches that require the friendly system to emit. Jamming, active illumination, and transmission into a target's control or navigation link are in scope. A proposal that uses any of them must say so and describe the operational effect. (c) The system does not require cloud services or reachback. Training and analytics may occur off-platform. The processing that produces the operational output should run on the platform, and the system should continue to function with all external network interfaces disabled. (d) The system does not require a dedicated operator, meaning no person whose only task is attending it. Human judgment over the use of force is expected and is not addressed by this preference. Out of scope: work requiring classified access or a facility clearance at the time of award, and approaches that depend on cooperative identification, including Remote ID broadcast.

Counter-Unmanned Aerial Systems Rapid Maturation
Solicitation # OSW27BZ01-NV001
Solicitation OSW27BZ01-NV001, titled Counter-Unmanned Aerial Systems Rapid Maturation, is a Small Business Concern set-aside issued by the Office of the Secretary of Defense. The program seeks to mature commercial and dual-use technologies to detect, track, identify, and defeat Group 1 and Group 2 unmanned aerial systems in denied, contested, and unattended tactical environments. Priority is placed on solutions that do not require targets to emit radio frequency energy, do not radiate themselves, operate without cloud services or reachback, and function without a dedicated operator. The scope specifically excludes work requiring classified access at the time of award or reliance on cooperative identification like Remote ID. The acquisition follows the SBIR program structure, with Phase I funding capped at 30,000 dollars and an anticipated Phase II objective of reaching Technology Readiness Level 6 within twelve months. Direct to Phase II proposals are limited to 2,000,000 dollars, with an additional 50,000 dollars available for TABA services. Evaluation is based on technical merit, innovation, investigator qualifications, and commercialization potential, while cost is not an evaluation criterion. Awardees must comply with CMMC Level 2 cybersecurity requirements and various FAR and DFARS clauses regarding hazardous materials, government property, and export controls. Proposals must be submitted via the DSIP portal across seven specific volumes, including a technical volume limited to five pages.
