Countering Biological Weapons Threats and Protecting U.S. Biotechnology

The contract aims to support small and medium-sized enterprises in delivering international training programs designed to enhance biosecurity, cybersecurity, physical security, personnel reliability, and research oversight globally, with a focus on safeguarding biological weapon-applicable materials, sensitive data, U.S. and allied biotechnologies, equipment, and scientific expertise from theft or malicious use. These efforts target academic institutions and biotechnology firms, promoting Know-Your-Customer and Know-Your-Investor protocols to deter adversarial investments and the illicit acquisition of intellectual property and critical data. The initiative also seeks to reinforce U.S. leadership in biotechnology by fostering public-private partnerships and advancing U.S.-backed standards and best practices in biosecurity, cybersecurity, data protection, and intellectual property management. Additionally, the contract includes direct interventions to upgrade laboratory infrastructure, strengthening physical, biosecurity, and cybersecurity controls to ensure the secure handling of weaponizable pathogens and other high-risk biological materials. These upgrades are intended to reduce vulnerabilities and prevent the unauthorized access, diversion, or misuse of critical scientific resources. The program operates under the Department of State’s Arms Control and Nonproliferation – Cooperative Threat Reduction office, with performance spanning multiple international locations and targeting global stakeholders in science and technology. The work is designed to align with broader U.S. national security objectives by building resilient, secure, and trustworthy international research ecosystems while countering emerging biological threats.
