This solicitation seeks quotes for 54 units of a Coupling Clamp (NSN 5342-00-741-8397) with a delivery schedule of 134 days after order. The request is issued by the Department of Defense, specifically the ASC Supplier Operation AE and AF Division, with the place of performance at Tinker AFB. Offerors are encouraged to submit quantity ranges due to demand volatility and frequent changes in purchase requests, allowing flexibility in award decisions without additional administrative burdens. Fast Pay terms do not apply, and any quotations involving additive manufacturing require prior contracting officer approval. Additionally, the solicitation emphasizes compliance with domestic sourcing requirements such as the Berry Amendment and the Buy American Act, with mandatory disclosures if non-domestic materials are offered. Offerors must certify that no covered telecommunications equipment or services will be used in performance, complying with FAR and DFARS clauses related to defense telecommunications restrictions. Small business joint ventures must submit requisite representations and certifications covering various categories including service-disabled, women-owned, and historically underutilized business zones. Contractors must prepare for upcoming registration changes requiring use of DLA’s Account Management & Provisioning System (AMPS) to access the Vendor Shipment Module (VSM), with schema updates necessary for those using VSM WebServices by April 2025. Additional guidance on quoting “No Bid” and anticipated quote dates aims to improve communication with buyers and avoid unnecessary solicitation updates. Support is available through programs such as APEX Accelerators to help businesses engage in government contracting.

OF THE SOLICITATION, SELECT
‘OTHER EQUIVALENT' AND PROVIDE DETAILS OF CURRENT DEALER/DISTRIBUTOR
CERTIFICATION AND/OR ACCREDITATION.
Fast Pay does not apply to this solicitation
Due to the volatility of demands, and frequent quantity changes on open
purchase requests, offerors are highly encouraged to submit quantity
ranges when quoting. If a PR is evaluated manually, quoting ranges
provides the buyer the option to combine requirements or reduce the
quantity as needed without resoliciting or adding any additional
administrative burden for either party involved when making an award.
This does not apply to Auto IDC.
If you anticipate quoting on a solicitation after the closing date,
please submit a DIBBS quote with a bid type of “No Bid” and place an
anticipated quote date or the reason you are not willing to quote. This
does not prevent you from submitting an actual quote on DIBBS at a later
date. It will overlay your previous no quote. This informs buyers of
your intention to quote and prevents multiple calls for updates and
cancelling of requirements assumed to be non-procurable due to no
quotes/sources. The submission of an anticipated quote date does not
preclude DLA from making an award to another acceptable timely offer.
APEX Accelerators, formally known as the Procurement Technical
Assistance Program (PTAP), is designed to increase the number of
