AI Contract Overview
The contract is for the procurement of 34 units of Coupling Half, Quick Disconnect, identified by NSN 4730-00-817-9896, under solicitation SPE7M1-26-U-4434 issued by the Department of Defense’s Maritime Supply Chain, part of DLA Land and Maritime. The contract is structured as an Indefinite-Delivery Contract (IDC) with a maximum value of $350,000 and no minimum order commitment, meaning individual delivery orders must be issued and accepted before any obligation arises. Delivery must occur within 118 days after order placement under FOB Destination terms, with all shipments directed to government locations specified in the Schedule, primarily serviced through Columbus, Ohio. Compliance with DLA-specific requirements is mandatory, including packaging under ASTM D3951 and RP001, marking and labeling per MIL-STD-129 with UID barcoding, and adherence to the DLA Master List of Technical and Quality Requirements, which supersedes other standards. Sampling for acceptance must follow MIL-STD-1916 or ASQ H1331 Table 1 using a zero-defect acceptance criterion, and unspecified attributes are treated as major with an AQL of 1.0. Inspection and acceptance occur at destination by the Government, governed by FAR 52.246-2. The contract imposes stringent quality, cybersecurity, environmental, and ethical compliance obligations. Manufacturers and non-manufacturers must conform to ISO 9001:2015 or equivalent quality systems. Cybersecurity requirements include safeguarding covered defense information under 252.204-7012, reporting cyber incidents, and prohibitions against using covered telecommunications equipment from Communist Chinese military companies. Hazardous materials are regulated under 29 CFR 1910.1200 and specific prohibitions on hexavalent chromium and toxic disposal are enforced. Contractors must verify employment eligibility, comply with anti-trafficking and equal opportunity mandates, and adhere to electronic invoicing via WAWF only. Export-controlled items are subject to strict controls, and former DoD officials’ compensation restrictions apply. Offerors must provide UEI and CAGE codes if supplying covered defense telecommunications, and small business status must be self-certified in SAM. No evaluation factors or award basis are explicitly defined, but the context suggests a price-driven or automated selection process. All proposals
