AI Contract Overview
The contract solicits a half coupling, quick disconnect component, identified by NSN 4730-01-233-3434 and part number AA59439-014-16-00-C, manufactured to meet the technical baseline of CID A-A-59439B Revision B dated February 2, 2017, with the specific exception that the spring material must be stainless steel per ASTM A313. The item is designated as a critical application product and is subject to strict material prohibitions, including the complete exclusion of Class I ozone-depleting chemicals and hexavalent chromium, with any substitute chemicals requiring prior approval unless explicitly authorized by the specification. The unit of issue is PG, with one PG equaling 25 units, and the estimated quantity under the contract is 25 PG, totaling 625 individual units, with a guaranteed minimum of three PG once the contract becomes binding. The contract value is capped at $350,000 and is structured as an indefinite delivery contract below the simplified acquisition threshold, with orders potentially issued within a one-year period following award and governed by FOB origin terms. Delivery must be completed within 71 days after the date of order, with inspection and acceptance occurring at the origin, in accordance with DLA requirements and MIL-STD-1916 or an equivalent zero-based sampling plan that mandates zero non-conformances unless otherwise specified. Attributes are classified with verification levels or AQL thresholds, and unspecified attributes default to major classification. Packaging and marking must strictly conform to MIL-STD-2073-1E and MIL-STD-129, including a special marking code indicating the item is open for inspection or use, with unit containers labeled per hazardous communication standards and palletization following DLA’s RP001 packaging requirements. The contractor is required to use WAWF for all payment submissions and receiving reports, with invoices and receiving reports submitted as a combo or separately unless an exception applies, and must comply with DFARS clauses governing electronic submissions, transportation by sea, export controls, trafficking prohibitions, mandatory arbitration restrictions, and safety issue notifications. The contract further enforces compliance with the Buy American Act and Berry Amendment, requiring domestic material sourcing and disclosures when non-domestic materials are proposed, with a $150,000 threshold triggering additional review. Offerors must validate their SAM representations, including small business status
