Solicitation SPE7L1-27-T-2005 is a Request for Quotations issued by the DLA Weapons Support Land Supply Chain for the procurement of 216 units of Access Covers, identified by NSN 5340-00-145-7961 and part number AN100043. The items are classified as commercial and must be manufactured in accordance with SAE AS3221 Rev C or AN100043. Production requires a metal casting process, and the contractor must adhere to strict mercury-free requirements unless specific functional exceptions apply. Delivery is set for 158 days after award with a need ship date of June 15, 2026, and a final required delivery date of August 8, 2027. The items are to be delivered FOB Origin, with inspection and acceptance occurring at the destination, specifically Tinker AFB, Oklahoma. The contract mandates compliance with various military standards, including MIL-STD-130N for identification marking, MIL-STD-129 for general marking, and MIL-STD-2073-1E for packaging. Quality assurance will be governed by MIL-STD-1916 or ASQ H1331, utilizing a zero-based sampling plan. This is a fully competitive procurement and is not a small business set-aside, though HUBZone small businesses may receive price evaluation preference. All quotes must be submitted via the DIBBS portal by November 2, 2026. Notably, the government will not evaluate or award to offers utilizing additive manufacturing processes unless specifically authorized. Invoicing and payment must be processed electronically through the Wide Area WorkFlow system.
