Solicitation SPE7L1-26-T-07Y3 is a fixed-price request for quotations issued by the Department of Defense, DLA Land and Maritime, for the procurement of one desiccant cover, identified by NSN 5340-01-533-3132. The requirement is managed by the Land Supply Chain office and specifies a delivery period of 20 days after the award, with the destination for inspection and acceptance located at the Naval Surface Warfare Center PHD in Port Hueneme, California. The procurement is conducted under the First Destination Transportation program, and while there are conflicting FOB terms, the instructions specify that offers should be submitted based on FOB Origin. Compliance with strict technical and environmental standards is mandatory, including the prohibition of Class I ozone-depleting chemicals and mercury or mercury compounds in packaging and marking. Packaging must adhere to MIL-STD-2073-1E and RP001, while marking must follow MIL-STD-129. Because the item contains export-controlled technical data subject to ITAR or EAR, eligible offerors must possess an approved Joint Certification Program certification and DLA authorization. Additionally, the contract incorporates Buy American Act and Berry Amendment requirements, and provides a price evaluation preference for certified HUBZone small business concerns. Invoicing and payment must be processed electronically through the Wide Area WorkFlow system.
