This contract calls for the procurement of blue, flame-resistant treated (FRT) coveralls under an Indefinite-Delivery Type Contract (IDTC) structure, with an initial minimum quantity of 3,000 units and an annual estimated quantity of 13,000, potentially reaching a maximum of 19,000 units. It includes three one-year option terms carrying similar quantity estimates and minimums. The coveralls must conform to the MIL-C-24945 specification dated June 15, 1988, with a pattern date of March 28, 2003, and are identified by the National Stock Number (NSN) 8415-01-286-6336(s). Production lead-time is 180 days post-award, with deliveries occurring monthly and the product shipped FOB Destination to locations in Susquehanna, PA, and San Joaquin, CA. This procurement is set aside for small businesses and will use Best Value/Source Selection procedures. Offerors are required to submit technical proposals that include documentation addressing a Product Demonstration Model, past performance, surge or industrial mobilization capability, and socioeconomic considerations. The contract emphasizes compliance with federal acquisition regulations and provides digital access to solicitations and specifications through the Defense Logistics Agency’s Bid Board System (DIBBS) and other online resources, eliminating paper solicitation issuance. Additionally, the contract stipulates adherence to the Berry Amendment and related DFARS clauses, restricting the acquisition of foreign-sourced clothing and textiles unless specific exceptions are met, ensuring that all products are domestically sourced or processed unless otherwise authorized. Key points of contact for inquiries include designated contract specialists reachable via email or fax.
