AI Contract Overview
The Defense Health Agency Contracting Activity intends to procure a single Card Processing Automation CPA200™ instrument from LIFE TECHNOLOGIES CORP on a sole source basis under simplified acquisition procedures, as this is the only equipment capable of meeting the specific technical and operational requirements of the Armed Forces Medical Examiner System DNA Operations. The instrument is essential to replace three unserviceable BSD®600 Duet semi-automated biosample punchers and ensure uninterrupted, contamination-free processing of family reference blood specimen cards for human identification missions. The CPA200 must deliver precise, semi-automatic punching of both framed and unframed filter paper cards using interchangeable heads of 1.2 mm, 2.0 mm, 3.0 mm, and 4.0 mm, while integrating seamlessly with the existing LIMS through .txt worklist input and exporting data in .pdf, .txt (SEQ), and .txt (LIMS) formats. It must include internal and external laser targeting, barcode readers, an integrated ionizer to eliminate static, a vacuum extraction system for debris, and a camera-based verification system to confirm punch placement. The system must operate on 120 VAC with a supplied transformer, adhere to specified physical dimensions and weight, and be maintained exclusively by U.S. citizens. All technical data and cost information must be submitted by 12:00 P.M. EST on July 1, 2026, to the designated point of contact via email in PDF, Word, or Excel formats. The acquisition is classified under NAICS 334516 with a small business size standard of 1,000 employees and has no set-aside restrictions. The place of performance is Dover AFB, Delaware, and while no formal solicitation exists, government evaluation of responses will determine whether competition is warranted, though sole source award to LIFE TECHNOLOGIES CORP is anticipated due to unique technical compatibility and mission-critical functionality.

Full Description
The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with LIFE TECHNOLOGIES CORP 5781 Van Allen Way, Carlsbad, CA 92008 as the only responsible source that can provide the delivery and installation of one (1) Card Processing Automation CPA200™ instrument. This is a Presolicitation notice in accordance with RFO 5.101.
The equipment provided by LIFE TECHNOLOGIES CORP is the only source that provides DHACA with the delivery and installation of one (1) Card Processing Automation CPA200™ instrument used at the Armed Forces Medical Examiner System DNA Operations (AFMES-DNA OPS) to support their mission. Due to the three BSD®600 Duet semi-automated biosample punchers being unserviceable, the government requires a replacement. The Card Processing Automation CPA200 will allow AFMES-DNA-OPS to continue to perform consistent, semi-automatic and contamination free processing of family reference blood specimen cards (FR-BSC). This, along with the ease of use, programmability, and operability with AFMES- DNA OPS existing LIMS and proven reliability with low maintenance requirements is why AFMES- DNA OPS has chosen to purchase the CPA200 instrument. Comparable equipment with even the slightest differences would compromise the compatibility and consistency of DNA identification. The equipment will be used to support the mandated missions
