​​The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with LIFE TECHNOLOGIES CORP 5781 Van Allen Way, Carlsbad, CA 92008 as the only responsible source that can provide the delivery and installation of one (1) Card Processing Automation CPA200™ instrument.  This is a Presolicitation notice in accordance with RFO 5.101.


The equipment provided by LIFE TECHNOLOGIES CORP is the only source that provides DHACA with the delivery and installation of one (1) Card Processing Automation CPA200™ instrument used at the Armed Forces Medical Examiner System DNA Operations (AFMES-DNA OPS) to support their mission.  Due to the three BSD®600 Duet semi-automated biosample punchers being unserviceable, the government requires a replacement. The Card Processing Automation CPA200 will allow AFMES-DNA-OPS to continue to perform consistent, semi-automatic and contamination free processing of family reference blood specimen cards (FR-BSC). This, along with the ease of use, programmability, and operability with AFMES- DNA OPS existing LIMS and proven reliability with low maintenance requirements is why AFMES- DNA OPS has chosen to purchase the CPA200 instrument. Comparable equipment with even the slightest differences would compromise the compatibility and consistency of DNA identification. The equipment will be used to support the mandated missions


This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1,000 employees. This presolicitation notice is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  


Based on the above information, the only technically acceptable subscription can be provided by LIFE TECHNOLOGIES CORP .
