CPOR School Based Therapy Services and Psychological Services

The Chicago Public Schools Office for Students with Disabilities is soliciting proposals under solicitation 26-1420 to establish strategic partnerships for in-person school-based related staffing services. The contract covers pediatric services for students aged 3 to 22 in the areas of occupational therapy, physical therapy, speech-language pathology, school psychology, and school social work. The primary performance period is scheduled from July 1, 2027, to June 30, 2028, with three optional one-year renewals. Services include screenings, evaluations, attending Individualized Education Program meetings, and direct service delivery on a citywide basis. Selected vendors must provide a single point-of-contact account manager and adhere to strict performance standards, including a 100 percent fill rate for coverage absences and the submission of accurate service notes within three business days. All providers must be licensed by the State of Illinois and complete a comprehensive onboarding process involving background checks, drug testing, and fingerprinting. Mandatory insurance requirements include professional and cyber liability coverage of 5 million dollars each, as well as general, automobile, and umbrella liability. Proposals are due by October 9, 2026, and must include a total not-to-exceed price, a detailed cost breakdown, and a compliance plan for the Minority-Owned Business Enterprise and Women-Owned Business Enterprise program. Evaluation will be based on qualifications, experience, and a demonstrated history of continuous improvement in cost structure and service performance. Required submission documents include the Electronic Contractor’s Disclosure Form, Tax Form W-9, and various M/WBE compliance forms.
