Only contractors with approved US/Canada Joint Certification Program status, completed DOD export-controlled data training, and DLA authorization may access the controlled technical data. The product must be manufactured by a qualified facility identified in the contract, with any change requiring formal contract modification, and inspection is to be conducted by the Quality Assurance Representative at the manufacturer’s facility. The contract mandates conformance with DLA’s master list of technical and quality requirements, including tailored higher-level quality requirements for manufacturers and non-manufacturers, and adherence to specific packaging standards. The item is associated with a Qualified Products List or Qualified Manufacturers List, requiring all components to be sourced from approved suppliers. Product Verification Testing may be triggered before each shipment, requiring five samples per contractor to be provided, one of which may be destroyed, and all samples must be properly identified, packaged, and marked.
