CRANEY ISLAND SPILLBOX #2 REPLACEMENT PROJECT, PORTSMOUTH, VIRGINIA This is a pre-solicitation notice. This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice. The U.S. Army Corps of Engineers- Norfolk District intends to issue an Invitation for Bids (IFB)/ Sealed Bid for the acquisition of a Craney Island Spillbox #2 Replacement Project, Portsmouth, Virginia. This procurement will be conducted in accordance with FAR Part 14, Sealed Bidding procedures. The requirement will be 100% Small Business Set aside. The applicable NAICS code is 237990 with a Business standards of $36.5M. The government intends to award a firm fixed price (FFP) Sealed Bid contract with 8 line items. The magnitude of construction is between $1,000,000 and $5,000,000 This effort will require the services of a construction firm capable of managing replacing the existing land-based steel and concrete Spillbox #2 with a new free-standing steel frame Spillbox #2 at the Craney Island Dredged Material Management Area (CIDMMA) in Portsmouth, Virginia. The CIDMMA spill boxes support removing clarified water from the facility to meet state water quality standards. The partial demolition of the existing spill box and the construction of the new spill box must be synchronized to ensure the existing spill box remains functional until the new spill box is working as its replacement. The CIDMMA is a 2,500 acre peninsula that extends out into the Norfolk Harbor and surrounding waterway. The site is divided into three cells that include a road infrastructure along the perimeter dike and division dike crests. A formal site visit will be scheduled for potential bidders during the solicitation period. The government strongly encourages potential bidders to participate in the site visit during the solicitation. Partial demolition of the existing Spillbox #2 cannot start until the new Spillbox #2 is fully functional. The existing steel and concrete Spillbox #2 is embedded in the interior side of the south-western earth perimeter dike. The base is a concrete pad that supports a steel framework spill box extension. The top of the existing spill box is approximately level with the top of the adjacent dike. Four 36-inch diameter corrugated metal (CMP) drain pipes are connected at the bottom of the existing concrete Spillbox #2 and extend out through the perimeter dike to the CIDMMA shoreline. These pipes are used to drain clarified water from the CIDMMA into the surrounding waterway. Partial demolition of the existing spill box work will include excavation (and/or shoring) to permit the removal of the four 36-inch CMP pipes followed by the placement of compacted backfill to elevations that match surrounding contours; and a partial demolition and backfill of the steel/concrete spill box including removal of the steel walkways and ladders; sealing of the pipe openings in the concrete wall with concrete; and backfilling the interior side of the Spillbox to block drainage. The four pipes are buried to an approximate depth of 30 feet below the surface at their connection into the spill box and then sloped downward from the existing spillway through the perimeter dike ending at a riprap outfall on the exterior dike's west shoreline. All material excavated from designated onsite borrow areas shall be mixed to meet contract requirements as specified. Existing material required to be excavated cannot be reused as backfill unless it is previously tested and approved in accordance with contract requirements. The new spill box will be installed in the interior area approximately 300 feet from the interior toe of the perimeter dike. The new steel frame and panel face concrete pad foundation will be placed on a rock foundation pad. Installation of this foundation and pad will require the use of shoring or other methodology to permit excavation and removal of existing material and installation of an engineered soil, rock, and geotextile system. Work includes the construction of a raised soil pipe trench between the new spill box and the interior dike slope for the installation of four new 36-inch diameter thick-walled smooth HDPE pipelines. The new HDPE pipes will have welded connections. The pipe will then continue in an excavated trench that runs through the perimeter dike and out to the shoreline ending at a riprap outfall structure which is then backfilled to match existing contours. The Government has constructed a temporary access road and construction pad out to the new Spillbox location to facilitate access for equipment prior to contract award. This area will need to be excavated, widened, and stabilized to facilitate installation of the new pipelines and spill box. The contractor shall build a permanent access road adjacent and approximately parallel to the new pipeline as indicated and specified. It is intended that the two types of backfill specified, select fill and impervious fill, shall come from the designated onsite borrow areas and mixed onsite by the contractor to meet contract requirements. All rock shall be purchased off-site as unit quantities. All work is contained within CIDMMA boundaries including the material borrow sites. The pipeline and spill box work shall be performed by earth moving, hauling and placement equipment, steel structural raising equipment, and pipe placement equipment. Construction techniques and equipment must accommodate soft and saturated subsurface and surface soil conditions which are highly susceptibility to rapid and long-term settlements under instantaneous and sustained loading conditions that are often related to changing water levels. The contractor is responsible for dewatering all work sites with all drainage to the interior portion of the cell. Materials to be used from the designated borrow site shall be excavated and mixed to meet contract requirements. Fill materials to be used for construction shall be tested to ensure minimum contract requirements are satisfied prior to transport of material to the project site. The contractor is responsible for surveys and associated documentation for planning, progress billings, and final as-built drawings. The contract will include grubbing and clearing of dike areas to be excavated; and hydro seeding of all disturbed and new work areas after construction is complete. The contract completion date will be 310 days after notice to proceed. Contractors will be required to submit bonding documents prior to award. The government intends to award a firm fixed priced contract to the responsible bidder whose proposal conforms to the terms of the IFB notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through an IFB Sealed bid process with definitive responsibility criteria. Actual definitive responsibility criteria will be provided with the solicitation The Government reserves the right to reject any or all Bids; and to award the contract to other than the lowest total price; and to award to the bidder submitting the lowest bid determined by the Government to be responsible. Bid bonds will be required with bid submittals. In addition, the awardee must be found responsible in accordance with FAR 9.1. The solicitation will be available in electronic format only.
