OEM Caterpillar D-398 Engine Overhaul Kit
Solicitation # 52000QR270000209
The United States Coast Guard Surface Force Logistics Center is soliciting quotations for a complete Original Equipment Manufacturer (OEM) overhaul kit for a Caterpillar D-398 engine to be used onboard the USCGC Tahoma (WMEC 908). This is a total small business set-aside under NAICS 333618, processed as a firm-fixed-price purchase order using simplified acquisition procedures in accordance with FAR Part 13. Due to standardization and lifecycle support requirements, only genuine Caterpillar brand-name products are acceptable, and the solicitation is restricted to authorized Caterpillar Parts and Service Centers. Offerors are required to provide a valid Letter of Authorization (LOA) from the OEM to prove authorized status, as this will be evaluated as a matter of contractor responsibility. The overhaul kit must be delivered FOB Destination to Newport, Rhode Island, specifically during the week of May 2, 2027. Early delivery is undesirable and may be rejected, while late delivery is strictly prohibited. The contractor is responsible for providing robust packaging for core components and must arrange and pay for the return freight of these cores from Newport approximately 75 days after the initial delivery. Quotations must be submitted by October 28, 2026, and must include a detailed cost breakdown, unit costs, and proof of active registration in SAM.gov. Award will be based on the best value to the government, considering price, specifications, and quality.

One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision.
