Request for Quote (RFQ) to issue a Firm-Fixed-Price Purchase Order under Simplified Procedures

The 122d Fighter Wing, IN ANG, intends to solicit a quote and issue a firm-fixed-price purchase order to procure a Crashnet (Emergency Conference Network) Solution to Mission Critical Solutions DBA MCS of Tampa. This action will be executed in accordance with RFO 12.201-1 Simplified Procedures. 

Under the modernized Revolutionary FAR Overhaul (RFO) 13.101(b) guidance, the Contracting Officer has determined that only one source is reasonably available to satisfy this requirement due to the following critical parameters:

• Integration with Atos Unify Command Communications: The primary objective of this acquisition is to provide a single, unified Crashnet solution that is fully integrated and compatible with the existing base command post communication system. The base command post utilizes the Atos Unify communication application. Operating a separate, parallel emergency line system alongside the Unify system is operationally unacceptable, as it introduces latency and communication stovepipes during emergency mishap operations.
• Proprietary Support on AFNet: The Atos Unify application must reside and operate securely within the Air Force Network (AFNet) environment. Mission Critical Solutions DBA MCS of Tampa is the only known provider possessing technical certifications, proprietary access, and specialized capability to configure and support the Unify application specifically on the secure AFNet. No other source can provide a compatible system that interfaces directly with this architecture without introducing security vulnerabilities or violating AFNet configuration standards.

Although this procurement is restricted to a single source under RFO 12.102, market research has been conducted. Market research indicates that alternative solutions cannot integrate with the existing Atos Unify system on the AFNet. Utilizing any other source would require replacing the entire command post communication setup, which is not economically feasible.

Consistent with simplified procedures, the Government will request a price quote directly from Mission Critical Solutions DBA MCS of Tampa. Price reasonableness will be evaluated prior to purchase order issuance using comparison with historical contract data, commercial price lists, and market-based indices to ensure the protection of government funds.

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
