Employment and Social Development Canada has a requirement to obtain full consumer credit reports from a credit reporting agency in order to assess an applicant’s eligibility to obtain, upgrade or maintain a security status or clearance as part of the mandatory security screening process.
The financial inquiry is used to assess whether an individual poses a security risk on the basis of financial pressures or a history of poor financial responsibility.
Security screening is a mandatory process carried out to assess an individual's honesty and reliability before a security status or clearance is granted. The credit check is a mandatory activity as part of the Standard on Security Screening that must be completed for external and internal applicants requiring unsupervised access to Government of Canada protected information, assets, facilities, or information technology systems.
